Legal Question in Traffic Law in Minnesota
"168.09 S4.Display. A vehicle registered under the monthly series system of registration shall display the plates and insignia issued within ten days of the first day of the month which commences the registration period."
As I read this, I don't find that my vehicle was subject to this subdivision because it was not "A vehicle registered under the monthly series system of registration". The registration had lapsed.
What I am saying is that, as I understand it, they've charged me with not displaying tabs that I own. Ergo, since I didn't own tabs, this doesn't apply.
I wasn't able to purchase current tabs because I car was ticketed between the transfer date and the updated information in the DMV system, so they wouldn't let me purchase the tabs because the computer didn't show me as the owner.
Is this correct?

Sounds like a technicality. I think you have an argument, and something you could present to the State Prosecution. They may still say they are going to charge you and that you should have ensured the vehicle was compliant before purchasing it.
