Driving under suspension
I was never ever pulled over, but recieved a ticket in the mail because a police officer got word/verification of me driving without my license.. He never visibly saw me in a vehicle. Can he do this ?

You can be cited in that fashion. However, it would seem that the case would be very weak with no direct observation of the driving conduct. Nonetheless, the matter may proceed with the witness testifying in court.
