Just Because a driver dosen't have a license can police officer pull a driver over without a reason just because they know that driver?

Law enforcement may stop a vehicle if they have reasonable suspicion to believe a particularized crime has been committed.
Often law enforcement run license plates and those checks reveal that the registered owner has a revoked license. Minnesota courts have up held stops by law enforcement on that basis so long as the officer has no indicia that the driver of the vehicle is NOT the registered owner with the revoked license.
