Is it probable cause to search a vehicle for a traffic violation of not a complete stop at a stop sign?

The answer to your question is generally "no." A law enforcement offier requires a warrant to search except under certain limited conditions including a threat to the officer, an inventory search or a search incident to arrest or under some exigent circumstances such as significant evidence of drugs.
