Legal Question in Traffic Law in Minnesota
I was pulled over by an officer in Savage, MN on 5-22-11. He pulled out behind me and I then decided to stop at an auto parts store, which I have stopped at before, to see of they had my spark plugs available. I realized I did jot have my wallet and spent all of my cash the night before. I pulled in to the stores lot, stopped for about 5seconds and then proceeded to head home. I looked back and saw the officer in a bank parking lot reversing and driving to get out and get on me. It was obvious to me at that point, the way he was violently driving, that he was after me. He pulled out behind me for no more than 15 seconds and then flipped his lights on. I pulled over immediately and co-operated 100 percent. After he grabbed my license and retreated to his car, he came out and said, "you don't have your 2 wheel motorcycle endorsement, that's why you were acting suspicious, isn't it, isn't it?!"
I let the 2 officers search me and hold me for close to an hour. I received a ticket for no endorsement. I had taken the permit test in 09 and was under the assumption I still needed to take the road test. I feel like there was no reason for him to pull me over and he was lucky to find that one minor blemish on me. He had no time to find that information safely while driving behind me.
I have receipts from the establishment's lot I was in from one month earlier. I have a clean driving record and would like to keep it that way.Do I have a case for wrongful arrest or at least beat my ticket?

I don't belive that you have a wrongful arrest claim. However you might be able to make an argument that the officer did not have enough information to stop you. To do this with any reasonable chance of success, I would strongly encourage you to seek out a criminal defense attorney and discuss your options.
