one vehicle crash
someone else crashed and totaled my car while driving it and refuses to pay
for damages. Is there anything I can do

I just read your question again. I didn't understand it the first time.
Your best bet would be to sue this person in conciliation court. You could try a claim against the person's insurance as I originally suggested, but I am now assuming that the only insurance applicable to the situation is your own.
This certainly illustrates why it is a bad idea to let someone else use your car.

They were supposed to provide you with information about their insurance company, so you could make a claim against their insurance.
If they did not have insurance, that's a crime which you should report to the police.
