When turning onto a one way street, Is it legal to take a left when the stop light is red.

The entire Minnesota Driver's Manual is available on line at the Department of Public Safety website. I suggest you take a look there.
My best guess: No, unless you are taking a left turn from a one way street. If you are starting on a two way street, I don't think so.
