I am not aware of any violation solely based on the "failure to read sign," the violation would be based on your conduct. It would not be a very strong defense if the sign stated "no turn on red," and you turned on red. If you are being charged with a crime you should consult with an attorney. Back to your question, most records are permanent but if the violation(s) is fairly minor its loses weight over time.
