Chances are that the Department of Human Services has some sort of claim against the estate of your mother for medicaid which she received.
The general rule is that "medicare" comes with no future obligation, but "medicaid" can be a claim against the estate after the person who received it dies. Usually a person who receives care long term in a nursing home eventually winds up on medicaid if they live long enough.
I would be glad to go over those papers with you and figure out what they are. You can find my contact information at http://www.kelly-law.com/probate.html.
