mentally disabeled person getting taken

my cousinis being taken by his represenative payee,who was then his girlfriend. she took him for every thing that he had,built a garage on her land with his money ,ran up his credit cards , and ran his saveings,and checking accounts empty. I would like to know what can be done about it and what kind of attorney would look at this.please help us.
