money gifts to children/grandchildren

a friend of mine is dieing from lung cancer. her ex-husband had to pay her the rest of her divorce settlement from his 401K plan. she will not live long enough for retirement to use this so she would like to give her kids some money before she passes away. can she give them money, if so how much? she also needs to do a spend down to qualify for medical assistance so she would like be able to give them some money before she does die.

Your friend needs to see a lawyer ASAP. There are a number of issues here. Some things can be done, but your friend needs to talk to a lawyer. I hate to give an answer like this, but there are simply too many items raised here to just toss off an answer.
