Legal Question in Administrative Law in Mississippi

I bought a motorcycle that was owned by a police department. An individual that I don't know done the originally purchased it from the police department. I've ran the VIN to verify the bike wasn't stolen. No one has registered or titled the bike since the police department, as they are, according to the DMV, still the registered own. How can I transfer ownership and register this bike. The bike is a 2002 model.

Apply at your local tax collector's office for a new title on the vehicle. You may need a bill of sale from the police department.
