If you are a minor in your state then so long as you're not having sex, there's nothing illegal. Common sense says that she is at a completely different life stage than you are, and you would be better off with someone your own age. Don't underestimate how much different life can be over a 7-year difference at your age; whatever it is you seek in a girlfriend, chances are you can find someone (closer to) your own age to meet that need.
