Harrassment and hostile work enviroment

A doctor in our clinic is constantly trying to create problems with other office staff. She makes rude and unprofessional remarks in front of patients. She speaks in a very belittleing, negative tone with much hostility and attitude to everyone. She is constantly looking for any little thing to get anyone in trouble.It doesn't matter who it is. We have spoken with our supervisor several times about this without any relief. If something happens in the clinic, she tries to be the 1st one to report it, even if it is her fault or something she cause. That way it always turns out to be ''our fault'' She loses (or throws away) medical supplies, then gets mad when we can't produce them for her. She lies on us every time there is a problem, even if she caused it. One girl almost got fired because of the doctors lies. We are in a helpless situation, other than quitting our jobs. Most of us have been there for years. She has been there less than 2 years. Does any of this fall under harrassment and creating a hostile work enviroment or anything else? Please help! Oh yes, her brother is a lawyer here in town. Are we just up the creek without a paddle?

I am afraid that without a collective bargaining agreement or a contract of employment which covers such harrassment you are up the proverbial creek without a paddle. Organize. Maybe even unionize! and get a collective bargaining agreement which prohibits such behavior upon the basic staff. Without it, you haven't a legal leg to stand on.
