public intoxication
how can a person get arrested in there vehicle for public intoxication if no tests are involved, and the person agrees to take the test but the officer refused to give any tests

Anyone can be arrested, but not everyone can be convicted. It sounds like you may have a very good case. Get a lawyer in your area who will fight to get the case dismissed then bring a federal civil rights suit under 42 USC 1983.
