Can ayou obtain a search warrant for a person (Suspect/victim)at a third persons residence.

Police can obtain a search warrant for essentially any place where they can show probable cause to believe a criminal suspect or evidence of a crime may be found. The tests they need to meet in order to do this are detailed and not worth going into here, but the fact that the place to be searched is someone else's residence does not prevent a warrant from being issued.
