Statue of limitations

in 1986 or 9187 my drivers liscence was suspended and i never paid my speeding tickets and now it is 2003. i recieved a letter from some collection agency in mississippi stating if i don't pay them i will be arrested and they sent me a copy of a warrant for my arrest. is it possible after 17 years for them to do so.
