If 2 people are charged with possesion with intent to distribute and one claims everything was his does it clear the other person of all charges

No it does not. The state can still proceed against both. Both need representation immediately

No. The State can proceed against both claiming both were participants in the transaction or claiming that both were involved in the matter. Both parties need competent counsel immediately and not necessarily the same attorney as there is an obvious conflict of interest problem here.
