Can someone convicted by the Coast Guard (bad checks) of a felony legally hunt in Mississippi?

ONLY IF THE COAST GUARD FILED CHARGES IN A COURT. COAST GUARD DOESNT CONVICT PEOPLE-IT ONLY CHARGES PEOPLE WITH VIOLATIONS OF LAW.
