Yes if you are there for the federal charges. No, if you are there for State charges and the Feds have merely placed a hold on you prohibiting any release while the federal charges are pending. However, once the State releases you and the federal hold is the only thing keeping you there, the time should count against federal charges, and depending on the circumstances you may be able to argue to the judge for better than day per day credit.
