Can you file a statutory rape charge with no proof other than word of mouth? Can you actually issue a warrant for someone solely based on word of mouth?

It happens all the time, even without independent evidence from a Rape Test Kit. In fact I know of an arrest within the past week based only on the word of an intoxicated female and no more.
