Are all persons to go to jail?

If a home is raided by the police and drugs, such as meth are found,do all people in the home go to jail even if they don't live there.

Probably, yes. The police officers and district attorneys will assume that if a person voluntarily chooses to be at a meth lab, they are part of the illegal activity.

Probably so. The theory would be either conspiracy, aiding and abetting, or acting as a principal partner in the crime. The theory of conspiracy casts a wide net and could catch everybody that ever discussed planning the offense. The limits of punishment are the same regardless of the person's role in the crime. However, the courts try to differentiate between principals, person in aid of the offense, and persons with incidental involvment.
