serving two life sentences

A friend of mine while serving a life sentence in one state jurisdiction was wavied to stand trial in another state where another life sentence was handed down then sent to prison for 6 months before being returned to the first state, after serving 16 yrs was paroled then the second state took over and is now serving there again. Can a sentence be started and then stopped. Is this standard procedure? Have his rights been violated?
