Does the sheriff department of any county has to follow policy and procedures at all times

The Sheriff is an independent Office, elected by the populous. He is responsible to respect the Constitutional and Civil RIghts of the citizens. For example, he cannot use "excessive force" to effectuate a beating upon a prisoner simply because he feels the detainee is "Guilty" or "has committed some crime" which displeases the Sheriff (or a Deputy). On the other hand, there are no standardized "procedures" with respect to many facets of his job. He does not have to honor "certain visitor hours" or even certain "visitor rules" at the jail. He does have to allow a defendant (detainee) access to an Attorney if the detainee requests one during questioning. As for being "required" to follow procedures, generally the answer would seem to be "no"
