What is the time required to bring a defendant to trial, before the charges are dropped for failure to prosecute timely?

The only possible answer to this is, "It depends."

I'm not dodging the question. So much depends on the facts of the situation that any other answer is liable to mislead.

You should consult a lawyer - try the Public Defender. But do not try to get the action dismissed on your own - you may be better of off letting the prosecution forget the case.
