if the victim dont want to persue felony charges what chance the state have of a conviction ?

It is not the choice of the victim to pursue (or drop) the charges. The "charge" "belongs to the state and only the state can decide to pursue or dismiss the matter. The victim can be subpoenaed to testify and if the victim says he/she "forgot" and the court thinks he/she is merely trying to act out as if the victim forgot then the victim can be put in jail for contempt and/or perjury (10 year max sentence for perjury)
