When two partners make a baby and he/she dose not see the child for 16 years dose he/she have to pay back child support when he/she was not ordered are ask to pay child support

No. The statutes of limitation have run as to the mother's claims for medical costs related to the birth and I have not seen a chancellor hold one responsible to pay child support for the past except to compel compliance with a previous order of the court.
