Getting Custody of In Laws Kids

I wrote what was going on, but character limit got me, so here is the summary...

In laws:

On Drugs

No Job in 4 years

Won't pay rent/light bills

No Car

No Dentist/Doc for the kids

Live off 4yr olds Social Security Check for heart condition that he has

Sell Food Stamps for Drug Money

Kids are 2 & 4

We want to get the children and provide a better life for em. Do we have a chance? I am a Full Time College Student (25yrs old), wife sells cars (23yrs old) and we have a 4 & 6 yr old

We can afford the kids and have an EXCELLENT daycare that they can attend with our kids.

Should we call Child Welfare and HOPE to get them or is there a chance that they could end up in a foster home?

Contact an attorney for motion to change custody and for order requiring the mother to submit to a drug test (preferrably a hair folicle test)
