guardianship of grandchild

i have legal custody of my grandchild. i allowed the mother to take the child to mississippi to visit other family members with the agreement the child be returned after a stated period of time. the time has past and the mother is refusing to return the child. is the guardianship awarded in my home state effective in all states? what legal recourse do i have? is the mother subject to any charges for having crossed state lines with the child? can i go get the child? what agency would i contact for help if i cannot find the child? any info and/or help would be greatly appreciated. thank you.

1. Your valid Order should be enforceable in all states when appropriate steps are taken.
