Interference State Jail Felony
This might sound odd, but hesitant to file felony charges against NC for interference and confinement which a Habeas Corpus had to be implimented. NC would lose job and it would affect the surroundings the child would 'visit'. How do you stop a NC from retaining or not returning a child without filing felony charges?

If you don't want to file felony charges, you could file a motion to modify to obtain a cash bond for NC's failure to follow order. That would not prevent NC from doing it, but would punish NC in the pocketbook. Failure to post the bond would preclude visitation. Good Luck.

If this Order is out of Missouri, you really need to talk with a Missouri attorney.
