attoney' s fees

i was in the car accident and got me the attoney from the commercial, who claimed that, if does not collect- he does not get paid. the insurance was offering me less money than i thought i deserved. i got me another lawer, but now the first lawer has a lien on my case. do i own him, if he did not do anything for me what i wanted and did not collect the money?
