i called to receive estimates on haveing my lot surveyed for a fence. one company proceeded to complete the work without my authorization. i was sent a work contract that i neither signed nor returned, did not pay the fee that was required and was never contacted prior to the work being done, now they are saying that when i inquired about an estimate that that was a verbal contract. what are my rights? am i liable for this sevice that i never requeted.

Although there was no meeting of the minds, if you accepted their survey, then there may be a contract. If you did not accept their work, they are out of luck. There was no contract created by asking for a quote.
