Would it be considered "stealing by deceit" if a business owner had a hidden surcharge on my receipt of an extra 2% on taxable items ? Example : sub-total $13.59 , food tax .14 , non- food tax .62 but my TOTAL was $14.64 . It should be $14.35 . Where did the extra 29 cents go ? This has been going on for years .

An interesting point. It is not clear whether there is a direct remedy for this conduct in Missouri. Other states have permitted a class action lawsuit to be filed in tax matters. So, the real question is whether there is a remedy to consumers or customers, and whether the small amounts involved can be dealt with by the courts. Sorry for not being more specific than this.
