See your JAG office or a bankruptcy lawyer in the state where you maintain your principal assets in the US or in your state of domicile. You can file in the US, and given your situation a personal appearance at the meeting of creditors may be waived or conducted on the phone (or scheduled when you are back home on leave).

Re: BANKRUPTCY Overseas

There is a requirement for an in person appearance at the initial meeting of creditors, so it would be tough to proceed with an American Bankruptcy filing while you're in Germany. How about a German filing? Have you spoken with any German lawyers? Are the garnishments coming from an American court?
