when can you file bankruptcy again we filed in 04 but we are still being hound by those bills and now on top of a whole lot more so when can we fil again

I'm assuming you filed a Chapter 7; you must wait 8 years from one Chapter 7 filing to the next chapter 7, which would make it 2012. However, a chapter 13 can be filed 4 years after filing a Chapter 7, so you are eligible for this.
Creditors should not be trying to collect on bills that have been discharged. It is a violation of the law to do so. However, they are within their rights to collect on debts incurred after the 2004 filing; this is the downside of bankruptcy.
