Legal Question in Bankruptcy in Missouri

When I was young I bought a house and signed on it in the NICU. The USDA backed the loan and they did an inspection on the home and found it suitable to live in. The house was not suitable as the sewer had collapsed, and we were stuck with the house. We since have had to let it go back to the bank and took 2 huge pay cuts. Now we were counting on a tax return because we never received information from the USDA regarding any debt. The IRS said our refund is being redirected to the USDA to offset some of the debt. I called the USDA because we were counting on that money to allow us to declare bankruptcy. Apparently, if they go through with this "redirection" the treasury will take over that debt and we will be unable to do anything with that in the bankruptcy. When I contacted the USDA they said it was such an old account that they could not access my information. One lady finally helped me out around 4:53 today. She sent me an e-mail that they had sent mail to me at a residence that was over a two and a half years old in November. Since I never received this, I was informed I have until 10:00 a.m. tomorrow to begin "reasonable negotiations" with them. How do I know what reasonable is or my legal rights on that time frame. I cannot seem to find any information anywhere. I am coming toward the end of a high-risk pregnancy and this has me so sick I can't think straight. I was counting on this money to pay for the bankruptcy and hopefully help with the medical expenses I am about to encounter. Please offer any help or direction you can!

You need a tax lawyer, not a bankruptcy lawyer. Call one ASAP.
