Billing and Receipt

When someone owes money to a college, but never receives a bill in the mail from that college or a receipt showing how much debt is still owed after a monthly payment (Just a receipt showing that you paid) then a collection agency sends a bill to collect the money in full, because you have been waiting for a bill from the college to find how much is still owed, is this legal?

* To pay off the bill to this college I have had to drive there personally to write a check, or pay with cash. A written agreement was signed stating that I would pay $25.00 a month, but have never received a bill in the mail*

Generally speaking there is no requirement that a person who is a creditor needs to send a bill or invoice to the person who owes this money. The best approach in this situation is to pay off the debt as quickly as possible.
