Cigarrette Smoking Ban
Can a bar or restaurant turn itself into a private club & charge say a dollar for lifetime membership, to avoid the ban on smoking?

I would need to see the ordinance or law which is the source of the ban. Generally, if you are trying to fall within a permitted category you should comply with substance and spirit and intent of the law. The best way I can express this thought is the old saying--A cow is not a pig because you dress it up to look like a pig.
