do i need a attorney to get a officer to server a renter a paper to vacate a property rented to them and i have given them 30 days notice and they said they didnt have to get out....

Not necessarily. When you file suit, you can opt to usecan approved private process server. They usually cost a little more than having the deputies do the serving, but they can sometimes work harder to actually get them served.
Since you were under the impression that police officers, not Sheriff's deputies serve process papers, you might do better consulting directly with a civil practice attorney, in your area) before you try to file suit yourself.
