Legal Question in Civil Rights Law in Missouri

BLUF: Impersonating EMT / Using amber lightbar on non-emergency POV.

Let me start by saying I've searched the Missouri statutes web pages and I can't quite find what I'm looking for. I've encountered someone who claims to be a licensed paramedic, and wears an EMT pin on his civilian lapels, but he is listed neither in the national database for EMT/Paramedics, nor in the Missouri Department of Health and Senior Services. Additionally, he's recently added an amber lightbar to his Civilian POV in case he needs to stop for an emergency. I can't find anything regarding using the amber light bar or impersonating an EMT. How would I report this guy before he injures or kills someone? And what's the rules regarding flashing lightbars on POVs?
