Can a church require ministry heads to submit to a FBI background check?

No. But, they can condition employment upon submisison to one. They cannot require pastor to submit to an FBI check. But, as long as it is part of their regualr policy, a church (like any employer) can fire a pastor that refuses, or does not get a clean record report.
