are complaints confidential

If a neighbor makes a complaint to the local police department about myself or my children, do I have the right to know who made the complaint? If the complaints are unfounded, is it considered harrassement?

Criminal complaint files are public information. Anyone can see them. One is always entitled to be confronted by one's accuser in this society, so you will see them in the courtroom. Check with the Clerk of Court to review your court file which will contain the information you seek.

It depends on how and to whom a "complaint" is made. If the neighbor "reported" specific activities regarding child abuse or enviornmental hazards, to a specific council number, you may not be able to find out who made the call. The same may be true if the call was of an emergency nature and made via 911. In either case, the prosecution would either have to produce the complainant or establish seperate evidence with which to accuse and convict you. But, if the neighbor called the local municipality with a non-emergency reprot, you should be able to get a copy of the officer's reprot fifteen days after the investigation ends. You would go to the police station/city hall and give as many details as you can, such as dates of investigations, locations, your name, names of others involved, etc. The fee is usually $5-$10.
