definition of term
when using the term ''at large'' in an ordinance, what
length of time does ''at large'' usually refer, imply, or
indicate? Is an animal ''at large'' before two minutes?

Re: definition of term
It is not a function of time, but of condition. If the animal is not restrained and runs free, then it is "at large" no matter the lapse of time.
