is it illegal to write up an employee when theyre not on the clock?

"Illegal" usually connotes something that violates a criminal stuatute or ordinance. A typical write up would not violate a crimnal ordinance. However, writing up an employee for something that occurred while they were not working, might open an employer to a civil law suit. You might want to confer with your HR department, or company counsel, before doing that.
