landlord locked me out

can the landlord legally keep my friends possessions , she has given me authorization to pack up and remove her belongings she does owe back rent but is incarcerated.

A landlord does not have the right to retain a lessee's personal belongings, just because rent payments are late. Also, a landlord can get into trouble if they allow an unauthorized person come into the rental unit and take belongings. Are you sure that the landlord is convinced that you have your friend's authorization to get her belongings?
