is it legal for one person to camcord anther on a public street?
Can a private citizen camcord a contracted city employee(doing his or her job) on a public street legally?

Well, it depends upon the purpose. For a commercial purpose without a release from the person being filmed, the answer is no. For a private, legitimate purpose, the present state of the law is that one has no expectation of privacy when in public, and may be filmed. In fact, all of us are on camera much of the time at banks, private buildings, public buildings, etc.
