If a window was broken and charges were not pressed, can the charges be pressed later if the person feels the need to press them?

If the complainant reports the incident to the police, in time for the prosucutor to file the case before the statute of limitations expires, the case can be brought. However, it is up to the prosecutor, not the complainant as to whether criminal charges will be filed. The complainant might be able to bring a civil case, perhaps in small claims court.
