What are the con side of having cyber-bullying discouraging laws?

The counterargument is that such laws restrict freedom of speech and there is no incitement to imminent harm or danger and thus like the KKK activist in Brandenburg v. Ohio (the latest Supreme Court ruling overturning a law restricting allegedly dangerous freedom of speed - an Ohio law outlawing KKK advocacy) it is not subject to prohibition. However, I think those arguments would be wrong and that cyber-bullying is in itself harmful and dangerous as proven by multiple suicides and that the counter-arguments would and should fail.
