Internet Networking Business
Is it legal to have an internet based networking business that members are allowed to earn money for referals?

if its business u are required to obtain shop act licence and other applicable licence and if you earn money and your income is taxable u have to pay the taxes

Many businesses are built on referrals and some give referral bonuses. However some businesses and professions prohibit them.
I would need more description of your business model to render a legal opinion. You should be sure other areas are covered to protect yourself [entity selection, TOU contract etc.}
