Legal Question in Consumer Law in Missouri

About 4 months ago my mortgage company searched out my neighbor and called the neighbor and asked him to tell me to call them as I was delinquent.

So I called them and took care of the matter. I also EXPLICITLY stated that I did not want that neighbor contacted and I gave them my brother's phone number.

Today the same neighbor came to the house again and told me they called him again with the same message.

Does this breach Section 804 Part 3 of the Fair Debt Collection Practices Act?

"Any debt collector communicating with any person other than the consumer for the purpose of acquiring location information about the consumer shall not communicate with any such person more than once unless requested to do so by such person or unless the debt collector reasonably believes that the earlier response of such person is erroneous or incomplete and that such person now has the correct or complete location information;"

I am just fed up with being harassed by this company.

The Fair Debt Collection Practices Act only applies to debt collectors, not to creditors.
